The Public Interest Incorporated Association "Building Longevity Promotion Association (BELCA)" primarily engages in projects related to the longevity of buildings such as office buildings and condominiums. Its activities are aimed at contributing to the healthy development of local communities, disaster prevention, and the preservation of the global environment.
In Japan, there has been a shift in societal values towards a "stock-oriented" approach, emphasizing the appropriate maintenance and preservation of buildings to extend their lifespan, as opposed to the previous practice of "scrap-and-build" for building renewal in response to changing times.
In the past, spurred by the period of high economic growth, various buildings and infrastructure structures have been constructed. However, in the coming years, the proportion of these buildings and others that have been in existence for over 50 years is expected to increase annually. Therefore, maintenance and preservation of these structures have become urgent challenges in the industry.
Against this backdrop, maintenance and preservation of architectural structures have become increasingly important. The role and responsibility played by BELCA have grown significantly.

The Building Finishing Diagnosis Technician is a qualification system established by BELCA in FY 1990.
On June 13, 1991, the Ministry of Construction (at that time) issued a notice titled "Utilization of Building Finishing Diagnosis Technicians" (Construction Ministry, Jufu-hatsu No. 14) to designated local government agencies nationwide, promoting the utilization of qualified individuals.

Architectural Facilities Diagnosis Technicians, also known as "Building Doctors: Architectural Facilities
It is a qualification for comprehensive diagnosis of construction facilities (excluding elevators) jointly established by BELCA and the Japan Building Facilities and Elevator Center, a general incorporated foundation, in 1995.
