About BELCA

The Public Interest Incorporated Association "Building Longevity Promotion Association (BELCA)" primarily engages in projects related to the longevity of buildings such as office buildings and condominiums. Its activities are aimed at contributing to the healthy development of local communities, disaster prevention, and the preservation of the global environment.

In Japan, there has been a shift in societal values towards a "stock-oriented" approach, emphasizing the appropriate maintenance and preservation of buildings to extend their lifespan, as opposed to the previous practice of "scrap-and-build" for building renewal in response to changing times.

In the past, spurred by the period of high economic growth, various buildings and infrastructure structures have been constructed. However, in the coming years, the proportion of these buildings and others that have been in existence for over 50 years is expected to increase annually. Therefore, maintenance and preservation of these structures have become urgent challenges in the industry.

Against this backdrop, maintenance and preservation of architectural structures have become increasingly important. The role and responsibility played by BELCA have grown significantly.

What kinds of companies are common among BELCA members?

BELCA members include a wide range of companies related to buildings, such as those involved in building diagnosis, renovations, construction, design, public works, consulting, facilities, and manufacturing.

Many major general contractors, super general contractors, and other large companies in the construction industry are members of BELCA and actively contribute to BELCA's mission of promoting the longevity of buildings.

BELCA issues "BELCA Regular Membership Certificates" and establishes a "Membership Declaration" to clarify the mission and code of conduct of regular members, aiming to raise awareness in society about collaborative efforts with regular members.

Building Finishing Diagnosis Technician (Building Doctor: Non-Structural)

The Building Finishing Diagnosis Technician is a qualification system established by BELCA in FY 1990.

On June 13, 1991, the Ministry of Construction (at that time) issued a notice titled "Utilization of Building Finishing Diagnosis Technicians" (Construction Ministry, Jufu-hatsu No. 14) to designated local government agencies nationwide, promoting the utilization of qualified individuals.

Against the backdrop of an increasing number of long-lasting buildings, issues related to the deterioration of exterior walls and other components are not only directly linked to human safety but also affect the durability of the structure. Therefore, the role of Building Finishing Diagnosis Technicians, known as "Building Doctors," is becoming increasingly vital.

Architectural Facilities Diagnosis Technicians, also known as "Building Doctors: Architectural Facilities

It is a qualification for comprehensive diagnosis of construction facilities (excluding elevators) jointly established by BELCA and the Japan Building Facilities and Elevator Center, a general incorporated foundation, in 1995.

Since building facilities require frequent maintenance and equipment updates, proper management contributes to minimizing economic losses.

Furthermore, with increasing emphasis on environmental considerations and energy conservation in recent years, there is a growing demand for diagnostics. The presence of building facility diagnostic technicians capable of conducting accurate diagnostics has become increasingly important.
